Bulat specializes in the banking law of the UAE and Mauritius, and also assists with the opening of corporate and personal bank accounts. He has experience working with UAE government agencies and the administrative bodies of Free Economic Zones. He also practices UAE corporate and tax law.

He graduated from E.A. Buketov Karaganda University with a Bachelor's degree from the Faculty of International Law, and then earned a Master's degree in International Business Law from Middlesex University.

He enjoys reading books, playing sports, and cars.
